Many of us have noticed that the Browser works its way off the bottom of the display. When trying to access the Browser, it appears that nothing is happening — when in reality, the Browser is opening, but it’s off the screen.
I suspect that you are also a victim of "Browser creep"…
You can try Window > Reset Palette Locations to see if that brings it back. Another way is to make the Elements window smaller than the screen size, and then look for the upper edge of the Browser window just peeking above the task bar at the bottom of the screen, so that you can drag it back into view.
