I can’t find actions that I’ve created in any of the Adobe Folders in Applications or User Preferences. Does anyone know where I can find the files for actions that I’ve created? Thanks

Did you Save them? If so they should be wherever you saved them to. If you didn’t save them they only exist in the Actions Palette.psp Preferences) file.

If that’s gone or corrupted you may be SOL.
