"Open" etc tool bar

Having moved from Elements to CS2, I notice that the horizontal tool bar isn’t present that I had near the top in Elements: the one with open, save, print etc.

I can’t see an option to put it in at all. Is this possible, or is this tool bar simply not present in CS2?

It isn’t there in Photoshop, although people have been asking for it for years.
