It varies so much with the system and how Photoshop is being used that is hard to say. A few actions are noticeably faster on one platform or the other. For the vast majority, it makes no real difference. Get the faster processor you can afford, with lots of the fastest RAM you can buy, and use 7200 RPM disks with 8 MB cache.
The things that increased my Photoshop speed more than anything else were: – replacing all my hard drives with big 7200, 8mb cache models (the 8 mb makes a huge difference)
– going from 1 GB to 2 GB of RAM
– dedicating a hard drive as a scratch disk.
– using a dual processor vs a single processor.
Interestingly enough, my dual P3 1 GHz w/ 2 GB RAM at home is significantly faster than my Dual P4 Xeon 1.8 GHz w/ 1 GB RAM at work.
