I am trying to save a dark blue image out for the web. When I go to the "Save for Web & Devices" window, the dark blue image lightens considerably. I have gone through all the output options (gif, png, jpg, etc.) and none of them will save it out as the original nice rich dark blue that I want.

Why is this happening and how do I avoid this lightening problem?

Thanks in advance.

short answer: start with calibrating/profiling your monitor to 2.2/6500

does Ps> View> Proof Setup: Monitor RGB duplicate the problem

does Ps> View> Proof Setup: Windows RGB duplicate the problem

does Ps> View> Proof Setup: Mac RGB duplicate the problem

You also will need to CONVERT to sRGB (manually or by SFW default)…

when I check the Monitor RGB and the Mac RGB it goes to the light color. When I check the Windows RGB, the desired darker color displays.

What does this mean?

How did you calibrate your monitor because it means that your monitor was not calibrated to Gamma 2.2.
