I have a 3 layer psd pic and i was woundering if there is a way to flip or rotate layer 2 without having layers 1 and 3 from doing the same thing?

Highlight your layer you want to flip or rotate and go to image free transform and rotate the layer.
Also nobody at adobe.com forum can see your message on a news reader. If you want to have them read it you have to register on the adobe forum – http://www.adobe.com/support/forums/main.html
