Yes and no – mostly no 😉

When you open an EPS file, PSE rasterizes it. If you save it as an EPS, PSE creates an EPS file with a single rasterized object. IOW, assumiung the starting EPS consisted of individually editable vestor objects, those go away and become part of the single rasterized object.
