Cannot drag files into workspace

A workmate is having a problem whereby he can’t drag and drop files into the Photoshop workspace. He uses CS3 on Windows.
It was working once but seems to have stopped again. If he tries to drop a file into the workspace a small error dialog box comes up with nothing written in it.
Any ideas?

What kinds of files?

I’d suggest trashing/resetting Preferences as per the FAQs.
