Can Photoshop’s pasteboard work like InDesign’s?

I’m searching for a way to use the pasteboard area in Photoshop CS3 as an actual pasteboard, rather than as just a decorative border. Is there a way to reveal parts of an image that are not in the canvas area? I don’t want to expand the canvas to include them (Image–>Reveal All); I want the canvas to remain at its proper size but be able to see the elements that are not in the "printable area."

Photoshop is an image editing program not a layout program. You need InDesign to do that sort of thing.

There are cheaper programs too, if you don’t want to buy InDesign.
