Photoshop Windows … Can’t access after crash and Windows reinstall

Well, it was the Great Crash of 2008. I reinstalled Windows, the Wizard disk failed entirely, and Windows created a new "Owner" user profile to replace the one I’d had previously.

I have every shred of my Photoshop 7.0 still on my computer, but I cannot access it at all.

Can anybody help me with this?

What happens if you navigate to the Photoshop.exe in Program Files and launch it there?
