Quick Mask

I have selected an area and turned on the Quick Mask however the burn tool I am trying to use has no effect. Can some one direct me to what I am missing? . If I remove the mask, it functions properly. I am working in photoshop 7.

Not sure, but could it be that the mask is doing the job of protecting what is masked?
