Layer-Blending Options is frozen in CS3?

When I navigate to Layer>Blending Options, all the options (for blending) are frozen.For example,Say I want to change ‘Drop Shadow’, I hover over it,click it,but it does not take me to drop shadow options, or if I want to change the master opacity by sliding the bar,I can’t do so. Blending options is the only tool in Photoshop that is freezing,all other tools/brushes/actions/presets are working properly. Using:
OS-Windows XP SP2.
Adobe Photoshop- CS3
