Can someone recommend a filter for producimng a pencil sketch effect from a photgraph please. Ideally a free one or an action

You might take a look at instasketch here
http://homepages.slingshot.co.nz/~actionman/. It is not free but is it will do what you want, it might be worth $20 or so.

This is maybe what you need:
dublicate layer
apply filter->other->highpass and set it for 4.0
image->adjustment->threashold and set for about 124 set the opasity for the copied layer to about 50%

BINGO nice and easy

This is a simple way:
– open image
-image-adjust-desaturate
-duplcate layer
-invert duplicate
-blending to color dodge
– gaussian blur
-flatten
