Marquee tool stuck on "add selection"

Hello There. I have a problem with Photoshop 7 on WinXP. Beginning recently and for no apparent reason my marquee tool is stuck in "add selection" mode, as if I were always holding down the shift key. Normally when one clicks outside the selection it deselects, but mine doesn’t anymore. I have the same problem for all four marquee shapes, but not the lasso or wand. Using the lasso or wand will also deselect the marqee selection. This is very annoying and I’d sure like to know how to change this back to the old way.
