How can I make 4 in 1 pitures for a passport in photoshop. I have one picture left only, which I have scanned and now, I would like to make some more copies.

Open your photo. Then open a new blank photo which is large enough to hold 4 copies of your photo and which is the same DPI as your original photo and place them side by side. Then, using the move tool (horizontal and vertical arrows) click on your photo, hold, and drag it over onto the new blank photo. Position this photo in the upper left of the blank photo and then repeat the process clicking and dragging another copy of your photo onto the new photo. Position this one in the upper right. Now repeat the process 2 more times and you are finished. Each copy is on a separate layer in the completed photo, so you can go to the layers window and select each one again if you wish to do some more careful positioning or separate adjustment. You can go to the top pulldown layers menu and flatten your photo, which will put all of the copies onto one layer and then save it for the next time, or you can just print it as it is and it will will look the same way when it comes out of the printer.
