What do you mean with "it times out"? Does it prematurely close the selection?

Photoshop is not supported or recommended under Vista. You may get lucky and find someone who can help, but don’t count it.
The first step would be posting specific details.
CS3 is the first version to be fully supported under Vista.

mouse driver issue? are you using native os drivers or mouse manufacturer supplied? i’d try using just the vista supplied standard mouse drivers first. if that works, report a bug in the vista driver to the mouse manufacturer.
(i.e. if you’re using logitech, uninstall the drivers. if you’re using intellimouse from ms, uninstall THOSE drivers and only use the ones that come with vista for standard mouse support).
Dave Milbut’s posting solved the problem. I switched back to the mouse supplied with the computer and the issue disappeared.
