Menus not displaying – 2 computers same problem??

This error is in Photoshop CS3 Only..
The menus don’t appear, they show up at down arrows and are only 1 line thick, and run all the way across the top of the menu bar.
I called Customer support and they said that its a user profile error, but this occurs ONLY in photoshop, ONLY in CS3 (CS2 does not have this problem) and on 2 Different windows computers.
Also, a lot of the times the tools wont work right, and you’ll have to right click, Or zoom in and move around, then the tools start working.. I don’t know if the 2 are related?
How do I fix this without re-installing windows / moving to a new user profile. Examples :

Have you tried deleting your CS3 preference file as per the forum FAQs FAQ#2.

I have not intrinsically tried deleting that, but I did delete and re-install so I would imagine if that did work.

Reinstalling does not delete corrupt preferences.

I just tried it on my desktop at least and it didnt fix it. I first deleted the file, and then did it by Cntrl shift alt when loading PS
I did find photoshop 7, 8, and 9 settings in a few folders. I should probably do a complete tear down and delete all adobe/PS related files / registry settings

Are you using some kind of funky skin for Windows? If so, kill that and see if you get your menus back.

I do! I have had it so long I almost forget about it 🙂 Ill try that, but I bet it fixes it
