Grayed out filters

I’m trying to do an exercise which requires me to use the Glowing Edges filter. It’s grayed out. So I opened a number of different files and noted that it’s always grayed out. I also noted that other filters are grayed out intermittently.

Is this normal behavior?
How do I access these grayed out filter?

CS3 on WinXP SP2.

Sounds like you’re in 16-bit mode. A lot of the filters, including Glowing Edges, will only work in 8-bit mode.
