As for sets, no shortcut by default, although you could assign your own (in Photoshop CS)

Hi Trevour it doesn’t work it only makes a new layer it doesn’t create a new layer at the top of the stack.
eg I have ten layers and am working on layer 3 I would like the new layer at the very top not on top of the current selected layer.
There is no shortcut to make a layer above all layers, but you can use the keys above followed by Ctrl+Shift+], which will move the new layer to the top.

I have a German keyboard and using the English version of photoshop, at work a German keyboard using the German version of photoshop.
So any shortcut containing ] or simular keys does not work.
