Photoshop Album is for organizing images, and Photoshop Elements is for digital image editing. There is some, but little, overlap – you could print from either, for example. They’re basically two separate applications for two separate functions, but they’re designed to work together seamlessly. I would image there are a lot of people like me who use Elements but not Album; however, I doubt many people would use Album without having Elements.

If you go to the Adobe product web page, there is a video that describes both products quite well. It might be worth your time to view that video.
