Print with border no longer works as before in PhotoShop CS

When producing ads in PhotoShop, I was used to printing a .5 pt border right at the edge of my files. This no longer works in CS. It puts the border inside an 8.5 x 11 page even if the file is a smaller size.

More info would help. Printer? Exact version of OS? Page setup is usually determined by the printer driver, not by Photoshop (no capital s there, by the way).
