Switching layers while trying to move a layer

When I click on a layer to move it from one image to another, photoshop switches from the layer that is active to the background layer – automatically and without warning. The result is that I move the blank background layer and not the layer that I intended to move. This just started happening, and I don’t know why. I am using photoshop 7 for several years on windows xp.

click on the actual image in the layer, or turn of "Auto select Layer"
