Is there a Photohop that will allow you to "open" a layer set?

I bought a web design from a company and was provided the .psd files afterwards. However, I want to make some changes, but some of the files have layers that have a folder icon that says they are a set. I know, based on the User Forums, Photoshop Elements cannot open these sets. Is there any version of Photoshop that will allow me to open these sets? We would rather buy software that will allow me to manipulate the site graphics, rather than be dependant on the outside company everytime we want to add something new.
