I’m looking to make an automotive paint texture like the image below (the sparkly green, not the pinstripe design). The lighting effect isn’t necessary either.

Noise & layers
pixel perfect at itunes podcasts has some real good movie demos.

off the top of my head, I can’t recall exactly which demo gives you that effect. I think it’s included in his current one sticking a jellyfish back in the sea. It’s somewhere between making what you want, and mucking it up with blurs, and lighting effects.

I think you are right on this one, or using NOISE to create the effect. Me? I’ve never done it myself but I have seen several people sharing the technique(s) to use noise to create something like skin-texture and few other similar effect.

But since I have never done it myself to have any personal experience to share.

Create a new layer.
Add noise (or pick it from the Filter Gallery)

Create another lawyer over that set to Mode Color.
Play around with graduated fills.

Go to the Help Menu. In the search box type HELP.

FWIW the term in the automotive world would be
Metallic or Metal Flake. In case you wanted to google
a PS technique. Metallic has very small "flakes" and Metal Flake has large "flakes" in the finish.

The finish on that safe looks like metallic.
