Adding solid and screened areas of spot color

(This is directly from pages 450-451 of Photoshop CS Classroom in a Book.) I am following the steps perfectly, and I have the correct channel and layer selected, yet I can’t seem to screen PANTONE 124C to a color value of 20% as directed and make it look any different than the 100% value in the previous task of the lesson. I am using Classroom in a Book for CS, but am working in CS2 for Windows. Any thoughts?

Paint/fill/draw directly in the spot channel with your foreground color palette set to 20%K (0%C, 0%M, 0%Y) the areas you wish to be a tint of your spot color.
